RCM consists of 3 phases.

Phase 1: The RCM decision logic to ascertain what equipment in the plant or facility requires a preventive maintenance effort to prevent failure.

Phase 2: The second phase is the PM task phase.

Phase 3: The third phase is the execution or the implementation phase.


Neil Bloom leads a one hour course to teach the 3 phases of any successful Reliability Centered Maintenance project. The first phase is the heart and soul of RCM. It consists of the RCM decision logic to ascertain what equipment in the plant or facility requires a preventive maintenance effort to prevent failure. It is the phase of the process that determines whether a component is critical, potentially critical, economic, commitment, or run-to-failure.

The second phase is the PM task phase. There is a whole world of PM activities ranging from a lubrication management program to sophisticated laser alignments, to cutting edge vibration analyses. However, these cumulative activities are only an ingredient of the entire RCM program. In itself, Phase 2 is no more than a PM selection process. Many people think of this as their entire RCM program. Rather, it should more appropriately be referred to as the PM optimization process….. or the PM template process…... or the process where time directed overhauls are replaced with condition directed tasks…... or where PdM is introduced. In any case, Phase 2 alone DOES NOT represent an RCM program. I have even read articles, listened to lectures, and heard many times over that ….. “We are implementing an RCM program and it consists entirely of incorporating PdM tasks.”

The third phase is the execution or the implementation phase. As astounding as it may seem, some people even consider this phase to comprise their entire RCM program.
